SUNRISE CORRIDOR JTA MATERIAL ASSESSMENT & MANAGEMENT | 2012 - 2015
Michael was the hazmat lead for a new 2.5-mile-long expressway between I-205 and OR212/224 at SE 122nd Avenue in the Sunrise Corridor of Clackamas County. The corridor traverses one Superfund site, six Oregon DEQ Environmental Cleanup sites, numerous LUST sites, and one military reservation; all of which has required thorough communication with the U.S. EPA and Oregon DEQ. Seven Level 2 Preliminary Site Investigations were conducted on contaminated industrial sites within the project corridor, which included soil and groundwater sampling and analysis, and six Hazardous Building Material Surveys were conducted on structures requiring demolition. Michael developed Specifications and Special Provisions and a Contaminated Media Management Plan to manage construction wastes, which included a reuse evaluation for excavated materials within the project. Michael also assisted with the tracking and documentation of the structural elements that are proposed for areas of documented contamination and with modeling the potential transport of solvent-contaminated groundwater from the Superfund site during dewatering of deep excavations required for utility installation. The project was presented at ODOT’s 2015 Geo-Environmental Conference and an Association of Environmental & Engineering Geologists monthly meeting demonstrating the benefits early hazardous materials involvement in project development.

US101 @ OR6 (TILLAMOOK) HIGHWAY IMPROVEMENTS | 2013 - 2015
Michael was the hazmat lead for the US101 at OR6 project in Tillamook, Oregon, which intends to improve traffic performance and safety in downtown Tillamook and across the Hoquarton Slough. The project also included investigation along a portion of the former Port of Tillamook Bay Railroad right-of-way that is planned as a shared used path between the Hoquarton Riverwalk and Goodspeed Parks. ODOT, in conjunction with the City of Tillamook and Tillamook County requested four Phase I Environmental Site Assessments that encompassed 13 properties. The ESAs were performed for this historically diverse area that included sensitive natural resources adjacent to former sawmill operations, a junkyard, metal shops, print shops, gasoline stations, dry cleaners, and other light industrial operations. Recommendations led to 9 Level 2 Preliminary Site Investigations and 4 Hazardous Building Material Surveys.

OLIVER STATION DEVELOPMENT HBMS & ENVIRONMENTAL OVERSIGHT | 2016 - 2017
Reynolds Engineering, LLC teamed with Parametrix, Inc. to provide environmental engineering services for development of Oliver Station, a mixed-use project at the Lent’s New Copper Penny site in Portland, Oregon. Michael was the hazmat lead for performing Hazardous Building Materials Surveys on a former Chevron Station and the New Copper Penny, which was comprised of six separate buildings, and providing post-abatement environmental oversight. 277 samples were collected for suspected asbestos-containing materials and lead-based paints. PCB-containing light ballasts, mercury-containing light tubes, and miscellaneous hazardous building materials were also inventoried. Results were quickly summarized and communicated to help expedite abatement.

SEATTLE CENTER LOT 2 GROUNDWATER REMEDIATION | 2009 - 2015
Michael provided environmental engineering support for groundwater remediation at the City’s former railyard and bus maintenance and fueling facility. The site was redeveloped as the site of the Bill & Melinda Gates Foundation headquarters. Michael has provided design and operational support for an air sparge and soil vapor extraction system for the remediation of gasoline- and benzene-contaminated groundwater plume present beneath up to 20 feet of fill. Additional tasks have included air and groundwater monitoring, system performance evaluations, permitting, and project coordination during ongoing redevelopment activities, including the adjacent Mercer Street widening and Foundation building construction. Remediation and monitoring are ongoing.

BORING ROAD OVERCROSSING STRUCTURE SURVEY | 2016
Reynolds Engineering, LLC teamed with Parametrix, Inc. to provide environmental engineering services for ODOT's US26: SE 282nd Ave (Boring Rd) Overcrossing; and, OR213 at S Union Mills Rd project in Portland, Oregon. Michael performed a Structure Survey on the Boring Road Overcrossing, which is being raised to provide additional clearance on US26. 20 samples were collected for suspected asbestos-containing materials and 20 were collected to characterize paint coatings for the possible presence of heavy metals and PCBs. Results were quickly summarized and reported in ODOT's format.
KING COUNTY PARKS & RECREATION DEPARTMENT
LOWER BOISE CREEK RESTORATION PROJECT | 2009 - 2010
Michael was part of a team that provided environmental investigation and remedial design services for a former railroad corridor that is part of King County’s restoration of the lowermost channelized 500-foot reach of Boise Creek, which outlets to the White River near Enumclaw. Soil and groundwater sampling was conducted at the site to determine the extent of contamination associated with creosote-coated timbers left in place following demolition of a former rail trestle that were encountered during excavation for construction of the proposed new stream channel. A cleanup action plan was developed to guide removal of the piles such that contamination at the site and in the constructed stream channel will be reduced to levels protective of threatened/endangered species expected to be present in the proposed channel. Michael also supervised the treatment of dewatering fluids using the flocculant Chitosan for discharge to the White River per the project NPDES permit.

OREGON PASSENGER RAIL DEIS: PORTLAND TO EUGENE/SPRINGFIELD | 2014 - 2015
Michael was the hazmat lead on an Oregon Department of Transportation (ODOT) project team evaluating alternatives for improving rail travel between Eugene/Springfield and Portland - a 125 mile segment of the federally-designated Pacific Northwest Rail Corridor. Multiple alignments and segments traversing rural and urban environments were reduced to two build alternatives and a No Action Alternative. ODOT and the Federal Railroad Administration are now preparing a service-level (Tier 1) Environmental Impact Statement (EIS) based on preliminary, conceptual-level engineering and passenger rail service planning, with the intent to evaluate the potential impacts at a corridor level. Michael evaluated potential Hazardous Substances and Waste Disposal impacts for each alternative. More than 15,000 state and federal environmental database listings within a GIS-delineated buffer were reviewed based on contamination type and migration potential. Identified impacts to construction were concisely summarized and presented to the project team in figures using GIS.
CITY OF PORTLAND, BUREAU OF ENVIRONMENTAL SERVICES
ON-CALL SERVICES FOR COORDINATED SITES ANALYSIS PROGRAM | 2013 - 2015
Michael was the project manager for two due diligence on-call contracts with the Bureau of Environmental Services’ Coordinated Sites Analysis Program. The program coordinates environmental projects for numerous City of Portland agencies, including the Portland Water Bureau, Portland Parks & Recreation Bureau, the Portland Brownfield Program, and the Bureau of Environmental Services. Projects included Phase I and II Environmental Site Assessments in support of property acquisition, as well as corridor studies, geophysical surveys, soil vapor studies, Portland Harbor source control investigations, and material characterization. Project locations ranged from heavily industrialized properties to residential neighborhoods within Portland.

DOUGLAS COUNTY PUBLIC WORKS DEPARTMENT
ON-CALL SUPPORT FOR ROSEBURG & REEDSPORT LANDFILLS | 2013 - 2017
Reynolds Engineering, LLC continues to team with Pickets Engineering to provide landfill compliance and engineering support for the Roseburg and Reedsport Landfills in Douglas County, Oregon. The Roseburg Landfill is active with landfill gas collected for destruction at a landfill gas-to-energy plant. The Reedsport Landfill is closed and adjacent to a coastal marsh estuary. Michael annually contributes to the preparation of annual environmental monitoring reports and performs mandatory state and federal greenhouse gas reporting for the Roseburg Landfill. Additional services performed have included the statistical evaluation and preparation of site-specific and permit-specific concentration limits for the Roseburg Landfill’s groundwater monitoring plan update, renewal of the air contaminant discharge permit for the Roseburg Landfill, and an evaluation for early termination of environmental monitoring for the Reedsport Landfill.

ORCAS ISLAND LANDFILL MONITORING AND REPORTING | 2010 - 2015
Michael was the project manager for monthly landfill gas monitoring, quarterly groundwater sampling, and annual reporting. Michael performed chemical data quality review, completed a statistical trend analysis for detected contaminants, and made assessments of compliance for the annual reports. Continuous water level and barometric pressure readings are collected using pressure transducers with datalogging capabilities. Additional on-call projects have included designing and implementing a passive perimeter ventilation system to address landfill gas migration, evaluation of greenhouse gas emissions for state and federal reporting, the installation and decommissioning of monitoring wells, and the statistical redevelopment of the groundwater monitoring program.
